Hoteiosho Wangan : Arlo’s father, head of a small scale criminal enterprise in the slums of Tokyo, Arlo was raised around all forms of criminal activity next to his father, mainly focused on illegal gambling and underground street racing.

Lilly Wangan : Lilly was a kind hearted soul, a teacher that immigrated from Australia to teach English to the local students, Arlo learned his patience and compassion from watching his mother interact with her students.

- Arlo has always struggled to hold a steady and mundane job, and school was definitely not for him, Arlo has no secondary education, his struggles to stay in one place for too long make it difficult for him to maintain his study’s, so they never stuck… In light of that Arlo made a successful life for himself in being “self-employed” working in the criminal underworld.

Arlo is considered to be standoffish and finds it hard to trust, he’s made it a point to not have his fathers temper and to be more like his kind and patient mother, Arlo’s untrusting nature is to that much of an extreme that even people he has known for years dont know his real name, because of this his circle of trust or “friends” is extremely small, which is just how he likes it.

it can be a bit of a mixed bag with Arlo, he has strong tendencies to either be extremely cautious, thought out and thorough, but also has those same tendencies to be impulsive and jump into the deep end of something without much thought - its one or the other with Arlo, theres no balanced middle ground.

Arlo finds most of his enjoyment on the road or under a hood, he finds himself happiest when behind a wheel on an open road, he enjoys feeling at one with his machine - be that driving or tinkering, Arlo always makes it his main goal when entering a new city to grow connections in the underground race scene.

Music is a thing Arlo finds great solace in, its rare that his mood cant be uplifted or influenced by the atmosphere, whether it be at a festival, rave, concert or just listening on his own, he fills up a large majority of his day with some form of music.

- coming to San Andreas has left Arlo with nothing, all his possessions were left behind in Tokyo, so with that its his main goal to build up all that he is lost, his collection of vintage and modified cars to be his main focus in this goal, as well as establishing a name for himself within the criminal empire, mainly the underground racing scene.

- Arlo has come to San Andreas with no one and nothing to tie him to anything or anyone, whether that be as a friend or a foe.

- He has both seen and been involved in the inner workings of his father’s enterprise from a young age, this has caused more than a few run ins with the police, his father had him running the doors for his gambling ring from as long as he could remember, checking for weapons and exchanging cash for chips with his father’s patrons, quickly after getting his first car Arlo found himself involved in the underground racing scene, which has caused many MANY interactions and altercations with the police, causing an extensive record of reckless evading and a few crushed cars.

The number one belief that Arlo has gathered throughout his time in Tokyo is a simple one… “Karma”. he is a strong believer of what goes around comes around and that if you mess with someone or something that you shouldn’t have, that will come back to you hastily and with a vengeance.

in terms of religion, Arlo is a strong Atheist, he believes that if there really was a god out there, they wouldn’t have put him through all the trauma he has faced

as for politics Arlo has no interest in involving himself, to the extent he doesn’t even know the difference between each side

- Arlo has no ties or relationships with anyone in San Andreas, and has no love interests back at home

- Arlo is of a slim build, weighing at 76kg’s at 6’2, with eyes he gets from his mother at an icy blue, his hair is medium length and often slicked back - he dyes it white in fear he will go grey soon anyways, he has a small but noticeable scar down the left side of his face from a car crash and he dresses mostly in either baggy streetwear or upper-class suits or blazers.

Arlo’s father ran the most prominent gambling ring in all of Tokyo, with bets ranging from classic table games to gruesome and violent fighting rings that more often than not ended in a hospital visit or a fatality.
he grew up attached to his fathers waist most of the time, not by any choice of his own, his father was obsessed with him taking over his enterprise when he comes of age, so it was imperative that he learn all he could from watching the workings of this organization.
but this wasnt the vision Arlo had for his future, the second he turned 18 Arlo fled from his father and moved his way to Osaka to try a life for himself as a corporate man, but his upbringing left a seed in him that he couldnt help but to nurture, so it wasnt long before Arlo found himself in the underground racing scene running from police and crashing cars very frequently.
until one day his father had one of his goons track him down, this man had a message for Arlo, he had told him that his mother Lilly was sick and it wasnt looking good for her, his hate for his father was only outmatched by his love for his mother, so Arlo naturally moved back home to see her.
immediately Arlo found himself back under the thumb of his father, after all what was he going to do? he needed to be there for his mother, a few years pass of Arlo doing his fathers bidding once again, before one day his mother’s health took a turn for the worst, while he was on an errand for his father in another city Arlo’s mother was rushed to the ER.
Arlo with no means of getting back to see her in time tragically missed her last moments, this fueled his hatred for his father even further, and caused him to do something he would like to believe he regrets, but part of him finds solace in this act, while his father was doing his usual counting of his earnings after a weekly gambling night, Arlo had snuck up behind him and plunged a knife into the recess of his shoulder, digging in towards his neck, his father dropped to the floor and unable to speak other than a scarce few grunts just stared up at Arlo bleeding out, Arlo took one look at all the rolls of bills on the table and grabbed at them, knowing that he would need it.
Arlo immediately after this fled, taking nothing of his own with him outside of some money and identification, he got on the first flight available to San Andreas and has no intention of looking back, although part of him will always be looking over his shoulder, not knowing if he finished the job or not.

- Arlo has recently arrived in San Andreas withing the last 60 days and is trying to lay down his roots and foundations before the money he took with him runs out, Arlo is yet to make any real connections or anyone he can call a friend, but he has got himself a nice apartment where he can find himself comfortable and take life a day at a time.
